Insurance and Assessment

Highway and Buildings

Supt. Plucinik present for his report;

·        Discussion on the Fire Department project and any recent information on proceeding with the drainage portion of the project / no information has been received to the Galen Board or the Highway Department.

·        Update on Lock Berlin drainage project – Brian Frey of Wayne County Highway Dept. met Paul Plucinik at the site to discuss a plan for the drainage near Sam Husner’s residence. The original ditch had been filled in, this resident lives in the lowest spot and takes water in his basement constantly. Supt. Plucinik & Mr. Frey believe a 100ft of 24” culvert pipe and a catch basin may help the problem and the possibility of putting the original ditch back in could help more residents in the area that also have drainage issues. There is only a 1% slope in this area. Supt. Plucinik will call for a “steak out” before he begins any digging.

·        Mowing of roadsides this year has been an issue due to continuous break downs of the mower. The first round of mowing did not get completed by Memorial Day as in previous years, but should be completed by the end of this week.

·        Six trees have been taken down from Jenkins Road today with five more to go, this should be completed by the end of the day tomorrow.

·        Patching of roads to be stone and oiled is almost complete, waiting on Suit Kote for the delivery date for oiling.

·        Two culverts soon to be installed on the East side of Turnpike Road, still waiting on permits from D.E.C and Wayne County.

·        Two new tires were installed on the pay loader today as the old ones had been patched several times, Supt. Plucinik felt that it was time for new tires as patching is around $500 each time and didn’t feel it was worth it to keep patching them.

 

Supervisor Groat updated all on the exterior renovation of the Old School House in Lock Berlin, Jim Deleo was out to look at the building for exterior paint. He believes the paint will last longer if the building is power washed before painting. This could be an issue as there is no electricity or running water at the location. He has not submitted a quote yet but stated it could be as much as $4000 - $4500.

Tony Nicoletta has not submitted a quote for the stone foundation updates, but has visited the property and has the stone to fix the foundation.                                      

 

Discussion on the Howell property on St. Route 31 East/Old Rt. 31 East, if any other information has come in regarding the access to the property to get the beaver dam cleaned out so the water doesn’t back up to the neighboring properties. Brian Howell was contacted after the May meeting regarding the size and length of pipe he had asked about at a previous meeting. It was relayed to him on May 17th at 1:05pm that he would need to purchase a 24 inch x 24 foot culvert pipe delivered to the location, (installation by the Galen Highway Department) for a driveway so he can access to the property. He will need to obtain the proper permits for the installation prior to the ordering the pipe.

Because this blockage affects so many property owners in the area, it was agreed by all present to draft another letter to the property owners asking for an easement for the Town of Galen Highway Department to deconstruct the beaver dam that is causing all of the flooding issues. It was discussed that this could be an annual right of way with a specific time frame that the property would be accessed. Supervisor Groat stated he would draft the letter and also contact all of the property owners that the blockage affects, to include the Clyde-Savannah School District (the blockage also affects property at the school) to let them know the steps the Galen Board has taken to rectify the problem.

 

 

Cemetery and Dogs

Discussion on the mowing of the cemeteries, Supervisor Groat had contacted Glenn Simpson after the last board meeting as it was reported that some of the cemeteries did not look like they had been mowed. Supervisor Groat received a text message from Mr. Simpson that the weed eating and mowing has been completed at all cemeteries and will send a text each time he completes the service.

Council Malbone reported that the cemetery out in Marengo looked a little high but will check on it again. The board wondered if all of the contracted cemeteries were located as stated. If needed Supervisor Groat will contact either contracted mower to be sure that all of the cemeteries are mowed as needed.

 

Landfill  

Reported to all in the past week that there was a leak in the recently installed pipe in the pit. The repair was scheduled for last Friday, but the tank/pit had not been pumped down to access the leak for repair. It was suggested by Graydon Lauster to put a mounted locking type fitting in place of the glued fitted one that did not hold up under the pressure. The repair may take place next Friday contingent on the pit/tank have been pumped down. It was mentioned that the Village of Clyde let Graydon borrow a pump/mud sucker for this procedure in the past. He will check with them for availability, if not, he may have to rent something to get the pit ready for the repairs.

 

Zoning, Judicial and Erie Canal Trail

The board reviewed the monthly Zoning report submitted by Zoning Officer Tom Sawtelle

Resolution No. 11-2018 The Town of Galen Board acknowledges the annual audit report for the Town of Galen Justice records for 2017 for Justice Carr and Justice Heald. The audit was completed May 10, 2018 by Lee Walter, an independent CPA.  The report indicated that the records of both justices were found to be adequate to fulfill the record keeping requirements according to New York State Laws.

Finance and Ambulance

Resolution No. 12-2018 The Town of Galen Board acknowledges the annual audit report for the Galen Town Clerk records and Tax Collection records for 2017 for Norma Lancaster/Galen Town Clerk. The audit was completed May 10, 2018 by Lee Walter, an independent CPA. The report indicated the Town Clerks and Tax Collection records in accordance with New York State Laws.

Motion by; Montemorano /2nd by; Malbone to adopt Resolution No. 12-2018 independent audit for Town Clerk Records and Tax Collection records for 2017.

Town of Galen Resolution No.  15-2018

 

Whereas, the Town of Galen has contracted with Eastern Wayne Emergency Medical Service since 2016 to maintain the highest possible first responder coverage in Wayne County; and

Whereas, the Town of Galen has owned and operated two Ambulances during the past several years  to accommodate their volunteer service when membership levels were at a much higher level; and

Whereas, currently the concept of operating two ambulances is no longer necessary or logical for the Town, additionally, Eastern Wayne has wide spread coverage over the entire contracted area; and

Whereas, Eastern Wayne has made an offer to purchase the Galen Ambulance AM28, a 2005 Ford with a VIN No. of 1FDXE45P35HB12163 for the amount of twelve thousand  dollars ($12,000) as is; and

Whereas, this Ambulance has approximately 92,000 miles and this offer has been researched and it has been determined that it is of fair market value; and

Whereas, this offer includes the following items: Stryker power pro gurney system, Stryker Stair-Pro Chair, SScor wall mounted suction unit, Oxygen regulators-Two wall mounted with One tank end regulator, also including Two mobile radios; and

Whereas, Eastern Wayne Emergency Medical Services will agree to make three (3) equal monthly payments for the purchase of the above mentioned vehicle and equipment; now, therefore be it

Resolved, that the Town of Galen Board members accept the offer from Eastern Wayne Emergency Medical Service to purchase Ambulance AM28 under the terms and conditions stated above.

Supervisor Groat has been working on a renewal (4 year) maintenance contract with Physico Control for the (2) Life Pac units the Town currently leases with them. One of the Like Pac’s is in the Fly Car. The current agreement with Wayne County does not include this maintenance cost, Supervisor Groat has been working with Jim Lee and the County for a solution. At this time Wayne County has agreed to pay the four year maintenance contract for the unit in the fly car. Wayne County has stated that they will possibly purchase this unit in the next budget year. The Town of Galen currently is the owner of both units. It was suggested that the value may be around $15,000 - $20,000 at this time. New units are approximately $35,000.

The Town of Galen-Clyde Ambulance uses MedEx for its billing company. MedEx contracts with a collection agency to collect any delinquent funds owed to them and the Town. The Town of Galen received a request letter from MedEx to use another company called Commercial Acceptance Company (CAC) along with the current company called (CBCS) to assure of a more aggressive collection effort and greater communication effort.

Resolution No.16-2018 Budget Adjustment to (HW) Building Account A5132.4

The Town of Galen Board authorizes the Clerk to the Supervisor to make a budget adjustment to the 2018 budget building expenditure A5132.4 account transferred from A1990.4 Contingent account in the amount of $6,000 to cover the remaining expenses for the 2018 budget year.

Industrial Development – Nothing to report at this time

 

Commercial Developments –

Update regarding Real Property Tax Law 485B, the Wayne County Real Property Tax Director and the majority of the Assessors in Wayne County strongly oppose this exemption law being passed at the county level. Currently the Wayne County Industrial Agency and the Board of Supervisors are undecided and still negotiating whether or not to institute this PILOT Exemption. 

 

Alternative Energy Options

Discussion on possible upcoming solar projects regarding a conversation with Ram Shrivastava of Larsen Engineers at a recent Landfill meeting. He presented information on Environmental Grants available for renewed energy sources. More information to come as the Landfill committee researches any solar projects.

Resolution No. 14 -2018 Consolidation of the Town and Village Registrar Functions

WHEREAS, the Town of Galen has been assigned by New York State as Vital Statistics Registration District 5852, and the Village of Clyde has been assigned by New York State as Vital Statistics Registration District 5822, and

WHEREAS, the Town Clerk has requested the approval of the Town Board to formally consolidate the Town and Village into one primary registration district, namely the District of the Town of Galen under Vital Statistics Registration District 5852,  and

WHEREAS, the formal consolidation of the Registration Districts would benefit the public by eliminating questions as to which district records should be filed and not to result in the services to either municipality, and

RESOLVED, by the Town Board of the Town of Galen that consolidation of the Town and Village Registrar functions under the Town’s registration number (Vital Registration District 5852) is approved, pending necessary approvals of all other required entities, including the Village of Clyde, Wayne County and New York State Department of Health.
